Kalu’s Electric Vehicle Bill Scales Second Reading

The Nigerian Senate has passed for second reading the Electric Vehicle Transition and Green Mobility Bill, 2025, sponsored by Senator Orji Uzor Kalu, marking a major step toward establishing a national framework for Nigeria’s transition to electric vehicles and sustainable transportation.
The Bill seeks to promote local manufacturing, environmental protection, and technological innovation, positioning Nigeria as a continental leader in clean energy mobility.
According to Senator Kalu, the goal is to “move Nigeria away from dependence on fossil fuels toward a cleaner, more sustainable energy system that creates jobs and stimulates industrial growth.”
The proposed legislation introduces a range of incentives, including tax holidays, import duty waivers, and toll and road tax exemptions for electric vehicle users and investors. It also mandates the installation of charging points in all fuel stations nationwide and requires foreign automakers to partner with licensed Nigerian assemblers and establish local plants within three years of commencing operations.
By 2030, at least 30% of vehicle components must be sourced locally, with non-compliance attracting fines and potential suspension of operations. The Bill also calls for a coordinated regulatory framework involving the Ministries of Industry, Transportation, Power, Environment, and the Federal Inland Revenue Service (FIRS) to ensure effective implementation.
Senator Kalu emphasized that the legislation aims to protect Nigerian industries, promote technology transfer, and ensure innovation thrives domestically. “We are creating a system that supports local growth and secures our future in clean mobility,” he said.
The initiative is expected to diversify the economy, reduce carbon emissions, and make Nigeria the hub of electric vehicle manufacturing in Africa.
Senator Kalu expressed gratitude to his colleagues for their bipartisan support and commended Senate President Godswill Akpabio for his leadership, reaffirming the Senate’s commitment to building “a cleaner, smarter, and more prosperous future for our nation.”
